Abstract
The classification of universities by academic orientation is a key element in the formation of educational policy and strategic planning in the field of higher education. This article discusses the methodology for determining educational, research and applied universities based on the analysis of international experience. The criteria are based on the methodologies of the world ranking of universities, accreditation standards, as well as program and mission documents of educational institutions. The approaches proposed in the work are aimed at creating a unified system of criteria that can serve as guidelines for government agencies, the academic community and other stakeholders involved in the process of developing higher education.
